Moroccan Navy's submarine pursuit challenges Russian dominance

The Moroccan Navy is planning to purchase two new submarines. Shipyards from France, Germany, and Russia, which is losing its leading position in arms sales, are competing for the contract.

The Moroccan Navy has announced plans to acquire two new submarines, sparking interest from several European shipyards. Among them are the French company Naval Group and the German firm ThyssenKrupp Marine Systems (TKMS). Both companies are competing with Russia, which has seen its prominence as a global leader in arms sales decline in recent years.

The French Naval Group is offering Morocco their Scorpene-class submarines, renowned for their quiet operation and flexible design. Discussions between the French and the Royal Moroccan Armed Forces have been ongoing since 2021, and previous frigate deliveries have bolstered their position in the region. The German shipyard TKMS is offering their advanced HDW Class Dolphin AIP and HDW Class 209/1400mod submarines, which are highly regarded by the Egyptian naval forces.

Russia loses its position

Russia, once one of the primary arms suppliers worldwide, is now attempting to sell Morocco the Amur 1650 submarine. However, its position has weakened following three years of conflict in Ukraine, which resulted in a 53 per cent decline in arms sales last year. A defeat to France or Germany would further demonstrate that Moscow has damaged its image as a military powerhouse and a leading arms supplier globally.

France has surpassed Russia, becoming the second-largest arms supplier in the world.

Morocco has been competing with Algeria for years, as Algeria boasts the largest submarine fleet in Africa. Algeria operates Kilo-class submarines equipped with the Kalibr missile system, capable of targeting naval and land areas. Strengthening its fleet is Morocco's response to these developments.
