The text of the memorandum, which aims to establish an investment fund for the reconstruction of Ukraine, appeared online. The document emphasizes that the agreement opens the door to significant investments and infrastructure modernisation. The cooperation is expected to be beneficial for both parties and to support Ukraine's sovereignty and security.

The memorandum highlights that the United States recognises Ukraine's contribution to international peace and security, particularly in the context of its renunciation of its nuclear arsenal. The USA commits to respecting Ukraine's obligations related to its integration with the European Union and its agreements with international financial institutions.

A new memorandum signed. Online commentators react

The matter quickly became a topic of online discussion. Many experts and commentators have voiced their opinions on this issue.

"The Ukrainian-American talks on the 'minerals agreement' aren't progressing well, so for now, it's just a memorandum. Ukraine seems increasingly less interested in reaching an agreement, but it can't say 'no' to Trump, so it continues," wrote PISM analyst Dr Daniel Szeligowski.

"Interesting. Perhaps important. Maybe helpful," noted German journalist and historian Gerhard Gnauck.

"In a turnaround from the Oval Office row - a "recovery" framework agreed between Kyiv & Washington. More wide-ranging than just minerals, but no concrete security guarantees yet for Ukraine. Will American investment keep Russia at bay after a ceasefire? It didn't in 2022," wrote BBC correspondent in Ukraine James Waterhouse.

"Ukraine says, it has signed a memorandum with the U.S. as an initial step towards the clinching of an agreement on developing minerals in Ukraine," informs journalist Alex Raufoglu.

"Encouraging statement. Let’s see what the final version looks like. Also a good sign that it will have to be ratified by the Rada. Hopefully they’ve learned from the Budapest Memorandum experience," wrote political science professor at the University of California, San Diego Branislav Slantchev.
