Many of the reports shared by Russian media and officials are likely not true. Such information may be an element of an information war from the Russian Federation.

Kremlin spokesperson Dmitry Peskov stated that Moscow is pleased with the current progress of talks with the USA. He emphasized that the dialogue is developing in a "pragmatic, constructive and productive" manner, which is "yielding results." Thanks to contacts between Russia and the United States, they have been able to quickly agree on a list of Ukrainian and Russian facilities subject to a temporary moratorium on strikes on energy infrastructure.

After the discussions concluded, the United States made separate arrangements with Ukraine and Russia. These documents include commitments to ensure safe navigation and eliminate the use of force. The parties also agreed on the implementation measures to enforce the agreement prohibiting attacks on the energy infrastructure of both countries.

One of the main topics of discussion was the so-called Black Sea Grain Initiative, agreed upon in July 2022 through the mediation of Turkey and the UN. This agreement allowed the export of nearly 33 million tonnes of Ukrainian agricultural products through the Black Sea. Russia withdrew from the initiative after a year, arguing that its food and fertilizer exports were hindered.

Conditions for a ceasefire in the Black Sea

Russia has published a document indicating that the ceasefire in the Black Sea will only take effect after the sanctions are lifted on Russian entities such as the agricultural bank, insurance companies, ports, and ships. Meanwhile, Ukraine, with the help of drones and other military means, has managed to push Russia out from a large part of the Black Sea and continue grain transportation.

Dmitry Peskov noted that the grain initiative could be activated once certain conditions, envisaged at the beginning of the agreement, are implemented.

The previous grain initiative worked for some time, with almost all conditions fulfilled within it - added the Kremlin spokesperson, referring to the beginnings of the initiative.

American-Russian and American-Ukrainian talks ended on Tuesday, resulting in new agreements that could impact the stabilization of the region.
