Will humanitarian aid reach those in need?

According to the BBC, Myanmar's military leader, Min Aung Hlaing, rejected appeals from ethnic minorities for a ceasefire in the civil war with the government, hindering the delivery of humanitarian aid to earthquake-affected areas.
