According to analysts, Russia aims to establish a buffer zone in the Sumy region. The Institute for the Study of War (ISW) assessed that Russia's territorial goals might extend beyond the already seized or annexed regions. Vladimir Putin met with officials in the Kursk region, which may indicate plans for further occupation of Ukrainian territory.

The buffer zone, as discussed by the head of the Glushkovo district authorities, Pavel Zolotariov, would encompass the city of Sumy. Such a zone would prevent Ukrainian forces from attacking Russian territory with barrel artillery and tactical drones. Sumy is located about 25 kilometres from the Russian border, making it a strategically important point.
