Russia's secret 2045 plan: A divided Ukraine and 'neutral' Kyiv
The Main Intelligence Directorate (HUR) of the Ministry of Defence of Ukraine is acquainted with a document prepared in Russia, concerning the projection of the military-political situation worldwide until the year 2045. This document predicts the division of Ukraine's territory into three parts, informed HUR deputy chief Vadym Skibitsky.
- First of all, the Main Intelligence Agency of the Ministry of Defense is familiar with this document. Moreover, this document was prepared by the Ministry of Defence and the General Staff of the Russian armed forces around December last year. This document forms the basis for long-term defence planning for a certain period of time – at least ten years. In particular, this document was developed for the period 2026-2035 with a perspective up to 2045 - said Skibitsky on Friday as a comment for Interfax-Ukraine.
He added that the document concerns the further development of the situation both at the global and regional levels, as well as the threats that Russia perceives in the future security environment.
Russia wants to pursue a "solution" to the Ukraine issue
Skibitsky also emphasised that during his appearance at the annual YES meeting, the head of the Main Intelligence Directorate of the Ministry of Defence of Ukraine Kyrylo Budanov presented some elements of this document. The Lieutenant General indicated, among other things, that Russia will strive for a "solution" to the Ukraine issue by 2026, as recorded in the discussed Russian document. According to HUR, this is due to the fact that a continued prolonged war will affect all aspects of Russian life – economic, demographic, image, etc.
- On the possible division of Ukraine. Undoubtedly, the strategic goal of Russia remains the complete occupation of our state - noted the general, emphasising that to have strong economic, demographic, territorial, and military potential, "Putin needs all of Ukraine".
- This scenario of further development with a possible division of the territory is relevant not even for 2035-2045. It will already be relevant in the near future, for 2026, and maybe even earlier. You have heard Putin's statements regarding Ukrainian territories. He is already saying that Luhansk, Donetsk, Kherson, Zaporizhia regions and Crimea are supposedly Russian territories according to their constitution. And the published map already shows that the Russians perceive the occupied Ukrainian territories as new territories of Russia - he added.
"Neutral" government in Kyiv
As confirmed by HUR, the document also includes a plan to establish a pro-Russian government in Kyiv or obligatorily "neutral," meaning one that will not join NATO.
- This is all an analysis and assessment by the Russians. We see how quickly they can change their plans depending on their success, the reaction of the international community and the development of the situation – added Skibitsky, noting that the Kremlin has already analysed the threats that will concern Russia until 2050.
In response to the question of whether the Russians might actually try to communicate this document to the USA through other countries, Skibitsky stated that such a threat exists. According to him, there is currently no information that this document has been shared elsewhere, but it cannot be ruled out.
