Russia deepens military ties with Uganda through mapping tech

Russia is enhancing its cooperation with Uganda by supplying its army with precise terrain mapping equipment valued at approximately $3 (CAD 4.15) million.

Russia continues its efforts to extend its influence in Uganda by supporting its military. The equipment provided, valued at about $3 (CAD 4.15) million, enables precise terrain mapping, which is crucial for military planners.

General Paul Namawa, commander of the Ugandan army's special forces, emphasized the importance of this technology for military planning. "Uganda and Russia have maintained strong ties, especially in military cooperation dating back to Uganda’s independence," he stated in a social media post.

Russia seeks to expand its influence in East Africa, aided by General Muhoozi Kainerugaba, the son of President Yoweri Museveni. Kainerugaba, seen as a potential successor to the president, openly admires Vladimir Putin. Last year, he offered the support of Ugandan forces in attacks on Ukraine.

Financial support for Uganda

Last year, Russia provided the Ugandan army with $100 (CAD 139) million, which represented nearly 10 percent of the country's defence budget. This was a continuation of previous cooperation, including the establishment of a fighter jet maintenance centre in Nakasongola, inaugurated by Museveni in 2022.

Russia also supports the Ugandan government in societal control. The Russian company Joint Stock Global Security Company received a contract to install monitoring chips in Ugandan vehicles. Critics warn that this tool could be used to suppress opposition ahead of next year's elections, where Museveni’s son is expected to assume power.
