The text of the memorandum has appeared online, detailing the creation of an investment fund for the reconstruction of Ukraine. The document emphasizes that the agreement opens doors for significant investments and infrastructure modernization. The cooperation is to be beneficial for both sides and also supports Ukraine’s sovereignty and security.

The memorandum underscores that the United States recognizes Ukraine's contribution to international peace and security, particularly in the context of renouncing its nuclear arsenal. The USA commits to respecting Ukraine's obligations related to its integration into the European Union and agreements with international financial institutions.

What’s next for the peace talks?

Ukraine’s Prime Minister Denys Shmyhal plans a visit to Washington to support high-level discussions. The final form of the agreement is to be drafted by April 26.

These declarations are overshadowed by the Friday statement of U.S. Secretary of State Marco Rubio, who said that the USA is ready to abandon efforts to achieve peace between Russia and Ukraine.

Speaking at Paris Le Bourget Airport, U.S. Secretary of State Marco Rubio emphasized that while the war in Ukraine is a tragic situation, it is not a conflict initiated by the United States. He underlined that although the U.S. has been supporting Ukraine for the past three years and hopes for a resolution, it remains fundamentally not America’s war.

At the same time, he assured that if both sides demonstrate readiness to make peace, the talks will continue.
