The aim would be to conduct elections and select a new government, thereby enabling the commencement of peace treaty talks.

USA's reaction to Putin's words

A spokesperson for the US National Security Council emphasized that the government in Ukraine is determined by its constitution and citizens. This statement is a response to Putin's suggestions, which are consistent with earlier claims about the illegitimacy of President Volodymyr Zelensky. Zelensky's term has been extended due to the inability to hold elections during the wartime conditions.

What's next for Ukraine?

The administration of US President Donald Trump is conducting separate negotiations with Ukraine and Russia, aiming for a ceasefire and an end to the conflict. The Russian leader assessed that Trump "is sincerely wishing for the end of this conflict." The Ukrainian side has yet to respond to Putin's proposals.
