The text of the memorandum has been made available online, and it provides for the creation of an investment fund for the reconstruction of Ukraine. The document stresses that the agreement paves the way for significant investments and infrastructure modernisation. The cooperation is intended to be advantageous for both parties and also supports Ukraine’s sovereignty and security.

The USA commits to respecting Ukraine's responsibilities related to its integration into the European Union and its agreements with international financial institutions.
What’s next for the peace talks?
Ukraine’s Prime Minister Denys Shmyhal plans a visit to Washington to bolster high-level discussions. The final version of the agreement is to be drafted by 26 April.
These declarations are overshadowed by Friday's statement from U.S. Secretary of State Marco Rubio, who said that the USA is prepared to abandon efforts to achieve peace between Russia and Ukraine.
Speaking at Paris Le Bourget Airport, U.S. Secretary of State Marco Rubio emphasized that while the war in Ukraine is a tragic situation, it is not a conflict initiated by the United States. He underlined that although the U.S. has been supporting Ukraine for the past three years and hopes for a resolution, it remains fundamentally not America’s war.
At the same time, he assured that if both sides show willingness to make peace, the talks will continue.
